When Check SMS Reception from... option is on, the SMS waiting time is the time elapsed since the action used as a starting point to check SMS. For instance, if action 5 is a Wait SMS with the option "Check SMS Reception from step 1*, the SMS waiting time is the duration elapsed since the beginning of step 1, until the moment the SMS was received.

When that option is not used, it's the time elapsed since the beginning of the Wait SMS action.
